The Maximum Allowed by Law: Joe Neunder's Check to Hillary Clinton

The Federal Election Commission's public database records exactly one federal donor history for Joe Neunder, and it is short. On September 16, 2016 — eight weeks before the Trump–Clinton election — Joseph Neunder of Nokomis, Florida, occupation listed with his chiropractic practice Sarasota Spinal Mechanics, gave $2,700 to the Hillary Victory Fund. The fund passed the money through to Hillary for America— Clinton's official campaign committee. Both entries sit in the FEC's files today, scanned filing images and all.

$2,700 was not a round number he happened to pick. It was the legal maximum an individual could give a presidential campaign per election in 2016. He did not dip a toe. He went to the statutory limit for the candidate MAGA voters consider the defining opponent of the movement — while Donald Trump was on the other side of the ballot.

Precision note: the FEC shows two ledger lines because joint fundraising committees record a pass-through memo entry. It is one $2,700 gift, not two. We say so because we only publish what the documents support. Filing images: Hillary Victory Fund receipt and Hillary for America transfer.

In September 2016, Joe Neunder held no office. Three years later he ran for Venice City Council. Three years after that, he ran for Sarasota County Commission as a Republican — and today he campaigns in the language of MAGA fiscal conservatism, seeking the votes of the very Republicans whose 2016 nominee he spent the legal maximum to defeat. Voters can decide what that progression says about conviction. The dates are not in dispute; they are federal records.

The graphic above says Neunder voted for spending and debt increases of over $1 billion in 3.5 years. We held that claim to the same standard as the check. It survives — from the county's own budget resolutions:

He cannot say he inherited it: the $1.455 billion FY2023 budget is the inheritance, adopted by the prior board eight weeks before he took his seat. Every budget after that carries his yes vote, through the $2.52 billion FY2026 budget he gaveled in as Chair. The county's audited financial reports tell the same story: annual spending up $395 million (+48%) and debt outstanding up $403 million (+48.7%) to $1.23 billion between the audit he inherited (FY2022) and the most recent one (FY2025).
