The number that frames everything
Sarasota County government now costs $6,002 per person when spending and debt are counted together — $24,008 for a family of four, up 65% in seven years while population grew about 10%. That is the all-in figure the new site opens with, and every solution it proposes is measured against it.
What the platform actually proposes
The Citizens Savings & Efficiency Plan is organized into six areas containing 20 specific tactics, each with a dollar range attached and each drawn from practices already working in other Florida counties:
- Procurement reform — competitive rebidding, purchasing consortiums, and contract renegotiation
- Workforce efficiency — attrition-based rightsizing, span-of-control standards, and overtime discipline
- Debt discipline — refinancing windows, pay-as-you-go capital, and a voter check on new borrowing
- Asset recovery — surplus land and facility monetization
- Technology and consolidation — shared services, AI-assisted permitting, and duplicate-system elimination
- Revenue integrity — impact-fee true-ups and cost-recovery audits
The low end of the range — roughly $50 million a year — is intentionally conservative: it assumes only the tactics with directly comparable Florida precedents, applied at the modest end of their documented yields.
