The Developers' Favorite Son?

Joe Neunder says he is not beholden to big development interests. We pulled every land-use vote of his county term and every dollar in the official contribution records to test that claim. Here is what the documents show — including the one vote that cuts in his favor.

The voting record

A 93.5 percent yes rate on approved development

Across Commissioner Neunder's county term, the Board of County Commissioners took up 239 in-scope land-use votes — rezones, comprehensive-plan amendments, planned unit developments, special exceptions, density changes, and plats. He voted yes on 222 of them and no on just 8. Isolate the items the board actually approved that fit the big-development pattern and the picture sharpens: 157 yes votes out of 168 such items — 93.5 percent. Every one of those rows carries a meeting date, the motion language from the official minutes, and a public document link.

The exception that matters

The Celery Fields vote cuts the other way

Fairness requires the exception be reported as prominently as the rule. The highest-profile development fight near the Celery Fields in our records is Rezone Petition 23-30: 50.82 acres on Raymond Road, bordered on the west and north by the Celery Fields preserve, proposed to jump from one home per ten acres to 2.5 units per acre. At the February 12, 2025 public hearing the board denied it 5–0 — and Neunder voted with the denial, a decision memorialized March 26, 2025 in Resolution 2025-052. On the single most-watched Celery Fields development question of his term, the record shows him voting against the developers. We publish that fact because it is true, and because our readers will hear it from his campaign if they do not hear it from us first.

As for the county's own construction plans near the Celery Fields: our corpus contains no board votematching a “new government buildings at Celery Fields” item as of publication. That claim stays out of the piece until a document supports it.

The money

What the official records verify — and what they don't yet

The Supervisor of Elections records we mirror show $526,576 raisedacross Neunder's political career: $47,093 for his 2019 Venice council run and $479,483 into his county commission committee between May 2021 and June 2026. Within that, name-matched development and construction entities account for a verified $29,275 across 38 gifts— Benderson Development, Mattamy Homes, John Cannon Homes, three Realtors PACs, and a dozen more builders and contractors, most at Florida's $1,000-per-election cap.

That cap is exactly why the direct-contribution number understates the relationship. The vehicle without a cap is the political committee. One PAC in our records — Conservatives for a Brighter Future — raised $282,000, and its donor roster reads like a who's-who of regional development: Culverhouse Limited Partnership ($50,000), Benderson Development ($40,000), Pat Neal ($25,000), Schroeder-Manatee Ranch ($23,000), Hi Hat Ranch ($10,000). What our data does not yetcontain is that PAC's expenditure side — the records that would show whether its money was spent supporting Neunder. Until those state filings are in hand, this article says the developers funded the PAC. It does not say the PAC backed the commissioner. That line moves only when the documents move it.

His 26 votes against development

Twenty-six times in 239 land-use votes, Neunder took the anti-development position: 18 yes-votes on motions to deny (including the Celery Fields rezone and its memorialization) and 8 no-votes on approvals — among them all four related items 47C–F on April 9, 2024 and a telecommunications-tower special exception on March 26, 2025.
